What is the difference between the Standing Committee I and the Monitoring Committee of the Chamber of Representatives responsible for monitoring the Standing Committee P and the Standing Committee I?

Since 2014 a “Monitoring Committee responsible for monitoring the Standing Committee P and the Standing Committee I” has been created within the Chamber of Representatives. This monitoring committee consists of thirteen deputies. They have to monitor, among others, the functioning of the Standing Committee I, which is thus not part of the Chamber of Representatives.
This competence previously fell to a special committee of the Senate. Pursuant to the sixth state reform, this competence has been transferred to the Chamber.
This monitoring committee can give the Standing Committee I an investigation assignment into the intelligence services.
Besides, the committee can ask the Standing Committee I to issue advice on a Bill, draft Royal Decree, Circular Letters or any other document relating to intelligence work.
It also examines the investigation reports that the Standing Committee I produces and can have any investigation file sent for the purpose of preparing legislative work.
Finally, the monitoring committee discusses the annual activity report of the Standing Committee I and examines the draft budget.

Composition of the monitoring committee

The monitoring committee is currently composed as follows: Peter Buysrogge (N-VA), Joy Donné (N-VA), Stefaan Van Hecke (Ecolo-Groen), André Flahaut (PS), Ahmed Laaouej (PS), Ortwin Depoortere (VB), Marijke Dillen (VB), Denis Ducarme (MR), Servais Verherstraeten (CD&V), Nabil Boukili (PVDA-PTB), Patrick Dewael (Open Vld), Bert Moyaers (sp.a) and Georges Dallemagne (Les Engagés) (as non-voting member). The Speaker of the Chamber of Representatives, Eliane Tillieux (PS), chairs the committee.
